iOS 7.0.3 was just released and includes an update to the Reduce Motion option. I had already turned it on to get rid of the floating background look. The update now takes away the zooming icons and instead just fades to your app or home screens.

The option is located under Settings -> General -> Accessibility -> Reduce Motion

I installed that update last week. It is a huge improvement. Now, if they would just let me go with dark colors instead of light.
